Don't want Delphi load all of the packages when it open an existed project.

Programmers can let Delphi only load specified packages for their projects by using the project options dialog.
This will generate [Excluded Packages] in the .DOF (Delphi Option File) files.
But if we open some projects (i.e, Delphi's demos or other people's examples), Delphi will load all of the packages.
This will use many system resources for some people who installed many third-party components.
Maybe Delphi can use [Inluded Packges] instead of [Excluded Packages].
